Do I have a frenulum problem?

Hello my name is Daniel and I'm 22 years old. I had my circumcision made when I was born and since then, I’ve had always problems.
First of all, on my child age (8-13), I always had to wear pants cause my glands usually acked after touching the cloth. I had to wear pants when I went to swim aswell because its big size. At age 18 I started to have sexual experiences. First of all, I have quick ejaculation. A lot of the times is only inserting it or only with oral sex. I could last long in the morning or after the first ejaculation, but when I did that, my partner was all ready down or dried. I tried the “stop and squeeze” technique and the “relaxing” aswell, but didn’t work. My ex-girlfriends always told me that it was very big. I measured it and it is 20cm. The girth was very wide aswell. But the thing that surprised me most of all,is that I could ejaculate in a few seconds with only having a scrubs contact on the frenulum.
So my question is, can it be that my frenulum is too sensitive for being so stretched and is the penis more sensitive being bigger?. I hope your answer.Thank you.
