So is removing an appendix or tonsils, or cutting away a cancerous piece of skin or organ. The problems is that the general definition of "mutilation" has a very negative connotation associated with torture.

Cosmetic surgery is not torture/mutilation since the goal is to improve the body in the eyes of its owner.

Remember, we're not talking about a healthy penis forcefully circumcised. We are talking about a male choosing to have a deffective portion of the foreskin removed to allow the remaining foreskin/penis to function properly.

What is important is to realise that circumcision is nothing more than cosmetic surgery and that as such, it is very important for the owner to discuss with the doctor exactly what he wants as a result (with the doctor advising what is and isn't possible).

Is there really such a point to insist on keeping all of your skin by having a dorsal slit which may yield uneven results and poorer cosmetic results when a partial circ would achieve much better cosmetic results, a more even/cosmetic foreskin edge ?

If the steroids/stretcbing won't work and surgery is indicated, why not go for the surgery that will yield the best results ?
