I was around 15 when I first realised there was a problem. Like you I lived with my Mum too (in England as well!). You could TALK to your Mum about it, she would need to see, and you wouldn't have to go into details about masturbation etc - Just tell it's bad when it's hard. Even if it wasn't embarrassing I would not bother with asking friends - they probably would not have a clue. Do you have any other family you can speak to? Whatever, it'd be good to have someone to talk to about it, if only for support.
It sounds to me that the piece of skin in question is the frenulum. I'm assuming it retracts when flaccid (unerect) and doesn't when hard. Is that right?
Depending on the tightness of the frenulum it is not uncommon for the frenulum to snap during intercourse or even masturbation. It's certainly not the best of things to happen, especially if the frenulum is really tight and not just a little so. Generally though people with a tight frenulum which is painful when pulled too far will compensate during masturbation and not apply as much pressure. This is only natural as nobody wants to cause themselves pain.
I think the best thing you could do is speak to your Mum or an Uncle or a Grandad etc. I would strongly recommend not following any advice given to you on this board that encourages you to stretch the frenulum. Or if you decide to, discuss it with your Mum first (she'll want what is best for you) or even perhaps a Doctor who could prescribe creams and better advise on any stretching excersizes if neccessary.
