Sounds like your frenulum is too tight.
There is a bit of surgery that can be done to disconnect the frenulum and lenghten it so that your foreskin can be retracted fully without problem. This would tremendously increase pleasure during sex and masturbation and reduce/eliminate the risk of your frenulum ripping (can get quite messy/bloody).
You could probably seek out a doctor and get everything setup and perhaps just need your mother to sign approval for it. It is a very simple snip so I am not even sure that it would really require parent's approval.
