sounds like you have what i had and thats a tight frenulum..unlike you though i just decided that it wasnt a problem and carried on ignoring it. i was 27 by the time i decided that this problem was not going to go away.
I recently had whats called a frenuloplasty which is a minor op done on a day patient basis it took about 10 minutes under local anasthetic and has completely sorted my life out, before i could not retract my foreskin at all when erect and was limited to how far it would go back when flaccid.
make an appointment to see your doctor dont be embarresed but go armed with information as some doctors (mine included) wasnt foreskin friendly and decided i had phimosis and needed a circumsision which was totally wrong.make that appointment as soon as you can the NHS is a slow process it took 10 months for me to have my op so dont delay.
