Not quite correct.
Fact is, you get an infection if you put disease-causing germs (bacteria) under the foreskin. However, this is not as simple as it seems, as there are already bacteria there, to which the skin has adapted over time.
A significant problem is that you might do something that interferes with the normal bacteria, such as using soap or other "cleaning" products, so you are actually more likely to get infections after you start "cleaning" it. Suffice to say, the only cleaning you should need is to rinse it with clean water. When people tell you they use soap to clean under their foreskins, you can count them as lucky that they can get away with doing so and not causing problems.
Similarly, when people (this applies equally to girls and cleaning of the vulva, by the way, I recently went to a lecture on that subject! ;-) tell of the terrible problems they have had with "infections" and how many medications they had to use to try and cure it, it is frequently the antibiotics they have used on a quite minor irritation in the first place, that have made the problem much worse and almost impossible to treat. The cure in many, probably most cases is to stop ALL medication other than, if absolutely necessary, the simplest, purest soothing compound such as one I often recommend, Zinc and Castor Oil as used on babies for nappy (diaper) rash.

As I posted before - does your nose require cleaning? Why not? Well, you blow it. In the case of your foreskin, if you cannot get it back, you pee through it. Urine is sterile, and washes out any dirt. As long as the urine cannot collect in any significant amount and mix with bacteria from the bowel, it does not cause irritation.

Far more likely to cause harm than good. Again, this is the danger of reading stuff on the Internet (or even books). You need to evaluate what you read with great care.
A very nasty trend in the past has been "feminine hygiene" products supposedly for women to use to clean their vulva, or douches to "clean" the vagina. Those foolish enough to use them hopefully realise in the end that the products caused a problem that was never there before.

Contrary to our nay-saying friend for whom I have found a particularly appropriate nickname, I point out that the possibility of accidentally tearing it as does happen when it is tight and which is a direct analogue of the tearing of a girl's hymen, is not something to fear inordinately. If it happens, it happens, you let it heal and you have likely fixed the problem. If it bleeds (hey, girls do that!), you apply pressure with a clean, multiply folded tissue for ten minutes. And if it tears again - well, you do all the same things again, just as if you had cut yourself in the workshop whilst making something.
As to how you stretch it - well, I suggest gripping the penis head where it joins with thumb and finger of one hand, and where it joins to the foreskin with the other. Pull just less than when it stings a little, do so for a few minutes or till your fingers become tired, and repeat this a few times each day. Do not expect to see a difference as you do so, nor in one day, even in a week, but be patient and one day, you will likely be surprised that it has subtly changed for the better.
Jim has a good idea about using a nice smooth plastic film canister (with the bottom cut out) worn all day to stretch the foreskin and also the fraenulum. This, with milder tension applied all the time, would probably be quicker if you can figure it. It really is a matter of using your ingenuity, and it really is a matter of expecting it to work.
