Most infections under the foreskin, as Paul has already said, are the result of an overgrowth of the yeast called Candida. While Candida is always present in our bodies, using soap under the foreskin can rid the area of bacteria and other living organisms which normally live there and help to keep the Candida in balance so that it does not take over. In the case of Candida, a preparation would be used to kill the yeast. You know what I think might be the case here is that you had a marathon jack-off session and you caused this problem yourself. Am I right? You may have bruised the glans, and the redness is from all of the friction you would have generated. How 'bout it, is that what happened?
