You didn't answer my question, but that's OK. You get the idea.

The white stuff is called smegma and is a natural substance that builds up under the foreskin. It contains specific bacteria which help to ward off infection. However, it is usually better if it is not allowed to build up for days on end by just washing it off with clear water when you shower.

I agree with Richard that if you are still concerned, a trip to the doctor would help to set your mind at ease.
