What your urologist is suggesting is a snip in the frenulum. Yes, the would be an immediate solution to the tightness. If you don't care to subject yourself to the minor surgery, you could stretch the tissue, probably in a matter of less than two months. With the stretching, of course, there is no possibility of complications or infections, and there is absolutely no recovery period.

Stretching is just a simple as it sounds. You just need to be diligent and gentle in your efforts. Pulling back on your foreskin sufficiently in order to stretch the frenulum and holding it in the stretched position for several minutes per day, preferably twice per day, should give you the desired results within the stated two month period. Continued stretching for a period beyond achivement of the goal will ensure growth of the new cells needed to fill in the gaps you create by stretching. Don't let anyone, including anyone here or your doctor, try to tell you it won't work. It does work, but it prevents your doctor from collecting his nice fee. Let him work on serious things like renal failure. Good luck!
