Yes, it's a bit of a tough pick here. I'd be inclined to give the doctor the credit for not suggesting a circumcision and imply that he probably does know what he's talking about!

Does that look right? Note that the second picture is actually a normal penis held at the point where it might be restricted by the fraenulum.
