Dorsal mean the topside. The lower side is called ventral. In the case of a dorsal slit, a vertical cut is made on the upper side of the foreskin and it is stitched in a horizontal fashion, thus creating a larger opening. In some crude forms of the operation, it might be stitched just along the cut, leaving flaps.
What would a horizontal cut on the ventral side accomplish? It sounds like this man is describing his frenulum which could be cut horizontally in order to allow it more freedom of movement.
