Your penis shares with your face, particularly eyes and maybe a couple of other places, a very soft skin with a very good blood supply, very loosely held down to the underlying tissues. As such, bleeding can be extensive and a small amount of bruising spreads very widely indeed as a "black eye".

Any area where bruising occurs, even when the bleeding came from somewhere else, is always tender to touch because the degrading blood causes inflammation/ irritation.

But the body is designed to clear away all the blood in time, and there is rarely any long-term effect from bruising.
