You'd probably be a lot happier if it did retract all the way past the glans. Why not keep on stretching? You've already had success. Finish the job. The frenulum will also stretch. You can also get that opening to stretch bigger than it is presently just by continued effort. Using something as simple as a 35mm film canister with the bottom cut out of it will keep it at tension all day long and get you to the goal more quickly. If that's too big for now, use the cap from a marking pen or something similar which will keep the skin open.

Don't give up before you find success. Just remember the most important rule is to be gentle. Don't force anything and don't cause pain. If using a device, check periodically to make sure no undue pressure is being placed upon any given part. You'll do fine.
