You can also get that opening to stretch bigger than it is presently just by continued effort. If you can already retract behind the glans to the point of the sulcus (groove), that is pretty much it for most guys. Frenulum breve is a term more commonly used for one that restricts movement much more than yours does.

You can try pulling the skin back to its point of resistance and holding it there for several minutes per day, preferably at bath time when the skin is supple. The betamethasone should help also in getting the frenulum to relax a bit more.
