Note that Jim mentions Betamethasone cream, whereas you specified Hydrocortisone. Your father would probably tell you that Betamethasone is "too strong" and should not be used on the genitals, and may have suggested the Hydrocortisone for "safety".
In fact, it is that very property, the ability to weaken the skin structure, that makes Betamethasone useful in stretching a tight part, and of course, in that respect the ointment, used in very tiny amounts and only on the exact point you want to stretch, is the way to go.
