phimosis: when are steroid cremes effective?

I have phimosis. When flaccid I can retract it about 0.5 cm, which is hardly nothing and exposes less than 25% of the glans. So my foreskin is very tight. Will my condition respond to Hydro-cortisone 1.0%, to betamethasone valerate 0.5%?

My doctor prescribed Hydro-cortisone 1%, but I'm worried that this might not be too strong, and it won't work and I'll have to get a circumcision.
