dear god please help my foreskin!

im 13 years old and after hearing a lot of freaky stuff about 'foreskins' i decided to check stuff out on the internet and make sure im normal for my age.
i stumbled upon the writings of R.Stuart and i became very worried!
i read about somthing called 'Phimosis' im still not completly sure on what it is even after reading over and over it at least a hundred times! and thats the part i didnt like..... the possibility of me having 'Phimosis'
after i read on a bit more i came across the 'Phimotic band or ring' i compared with the pictures on screen and i have a 'Phimotic band/ring' it says this makes retracting difficult... i find it almost impossible! i can get an inche without it starting to hurt! as a child i was never told anything about my penis or foreskin (etc) so im kind of catching up from gossip from the lads.
never spoken to my parents about this stuff would make me very embarresd to ask now. by the looks of it i have a sort of 'partial phimosis'. i didnt find a way to overcome this problem of mine and i was wondering if anyone out there could explain to me 'phimosis' and point me in the right direction of what i should do.
