If you cannot fully expose your head when soft and hard, it is not "normal", but you are also not alone at your age.

At your age, there is a document by Beauges which describes how to fix it. (How you masturbate helps). If you look at the www.cirp.org site, you should be able to find it.

What you need to provide as information:
When soft, are you able to uncover the head fully ? If no, how much can you uncover ?

When hard, are you able to uncover the head fully ? If not, now huch can you uncover before it gets tight ?

If you can uncover when soft, one trick is to fully retract your skin back and forth a few time everytime you go to piss. The more often you retract and pull forwards, the looser your skin will get.

Another thing to consider is your stage of puberty. As you reach a certyain point, your glans may grow quickly and if you do not masturbate properly or retract often enough, the foreksin may not be coerced into growing as fast/much as your glans and you end up with phimosis.

Your ultimate goal is to have the foreskin goe back VERY EASILY when fully erect so that you can masturbate by moving the skin up/down with full strokes that go from the skin being smooth on shaft (fully pulled down) to covering a good amout of the head.
