Thanks for very quick replies; I believe I need to give a bit more detail about his penis in the flaccid state. The skin retracts when its flaccid, but only around the head...it is so tight at that point that it looks like if left there it would cut off or weaken circulation. When erect, his penis seems very tight. It looks to me like maybe the skin is preventing a fuller erection. When he ejaculates, his penis is softer, not so hard.

I will suggest the stretching exercises you recommended. Thank you again. We talked earlier and I think I may have talked him into going back to a urologist.
