Could you give a little bit more information about yourself please? What is your age? Are you aware of any diseases? Have you ever been able to retract the foreskin, even if only when flaccid?
As a general rule, there is hardly ever a reason to remove the foreskin or even a part of it. There are some very rare conditions under which there is little alternative, but you have not indicated any kind of symptoms which would be present under those conditions. You really need to give more information in order that we might be able to help you.
BTW, if you are having successful sexual relations presently, doing nothing is also an alternative. There have been literally millions of men throughout history who have lived with unretractible foreskins, successfully fathering children and enjoying sexual relations. It's only your call if you wish to do somthing about the matter.
