Burst Blood Vessel?

After masterbating, I noticed that the right side of my penis did not seem to deflate. When I am limp, I have a kind of bubble there that is about 1 inch in diameter, and half an inch higher than normal.

It is not discolored, a little tender, but not painful. The swelling has gone down slightly, but this has never happened to me before. I think I may have ruptured a blood vessel.

Any advice or idea what this is?
