Who says it doesn't happen?

Iatrogenic hypospadias, to be exact.

Care to give more detail on that? Which doctor (not by name, but what sort, and at what point did you consult them) said that and how did he justify it?

As it would if it has been subincised.

Absolutely. In fact, it is most likely just as well that you left it until adulthood as the results of a repair will be somewhat more predictable and you are truly, in a better position from experience to weigh the odds. If they fouled it up the first time, it is perfectly sensible that your parents gave them no second chance to do more damage.

It's up to you.

Pros: To look somewhat more normal, and to pee somewhat straighter.

Cons: The urethral meatus (jet) is rather more of a precision structure than you may realise, and is not easy to reconstruct to the extent of producing the lovely unbroken stream of the intact glans. You might still have to accept a more "female" stream. (;-^) And there are naturally, risks of doing further damage to a quite sensitive area both from the surgery as such, and should it become infected. Sex may possibly not work quite as well.
