Based on my own personal experience when I was young with long unretractable foreskin (when hard), I can tell you that I have memories of a glans that was very painful to touch, and washing the glans was a painful experience because it was so sensitive.

But as the penis matured some before puberty, the glans transformed itself from being painful to touch to being pleasurable to touch, and this also coincided with my starting to retract it more and more (mine could not retract at all when hard, but over time it loosened up and by the time I was 10, it was ok, I still remember the first time I saw my glans when hard).

You should note that in the recent BBC program about circumcision in africa, it was discovered that the keratinization of the glans was the same in uncircumcised adults as it was in circumcised adults.

This would indicate that sometime during life, the uncircumcised glans slowly keratinizes and that might explain its transformation from painful object to a pleasurable object.

If this doesn't happen for one reason or another and your glans remains too sensitive to allow unrestricted pleasurable play without fear of pain, then wouldn't you agree that some level of desensitization would improve things so that the male can then have fun with his penis without any fear of the glans hurting ?

This is no way would mean to permanently leave glans exposed and allow the brain to tune out the stimulation of glans in underwear. (or whatever mechanism occurs that allow one to get used to bare glans in underwear) But it would mean just a reasonable "maturing" of the glans to an adult sensitivity level.

the goal is to have a problem-free penis that provides the maximum satisfaction without pain. If too much sensitivity causes pain, is that good in your opinion ? Or do you reckon that the male should be forced to keep that excess sensitivity because it would be "unnatural" to desensitize it by leaving skin rettracted now and then ?
