You've been badly managed.

Go back through this page, read up on stretching (arguably, what you should have done instead of going to this doctor). You need to start stretching right now, preferably with a stretching implement worn inside the tight part most of the day. The longer you wait for the scar to "mature", the tighter it will be and the longer it will take to stretch it up.
Having said that however, stretching will fix it, and would have fixed your original problem also, if you had known about it, sparing you the operation and the money. It's sad when people come here after the event, some of them become really twisted.

How nice of them. So they can schedule the full circumcision because "it didn't work in your case"?
Did you get references on this doctor doing this procedure? Talk to guys who'd had it done? Did you even ask him how many he does?
