Frenulum Breve

Hi, Can someone give me advice, I've been diagnosed with this. If I retract the foreskin when its erect the foreskin gets stuck behind the glans, and its intensely painful, so full sex has never been possible.

My GP thinks an operation will fix it, but there are suggestions here about stretching the frenulum. Can this work when it needs to double or triple its length? And if I even pull the foreskin back when its flaccid, it itches uncomfortably for an hour afterwards.
