What makes you think it's frenulum breve? Is that what the physician told you?
If that is the case, he should know what he is looking at.

The frenulum will stretch, but it will require some ingenuity on your part to grasp it correctly to get some stretch. You can get a good degree of stretch simply by pullling back on the skin and holding it there for several minutes at a time. Pull till you start to experience discomfort and hold it. Doing it at bathtime will help when the skin is warm and more pliable.

If you can get hold of each end, you can try pulling it opposite directions for several minutes, several times a day.

Are you experiencing any tightness in the opening itself? Your description indicates this. If so, the opening needs to be stretched also. This can be done by pulling with the fingers in opposite directions simultaneously. An easier and faster method is to use a device which will act as a wedge. Any smooth, unbreakable object of the right diameter will work. Plastic is usually the best because it will not interact with your skin to cause irritations, and it is easily cleaned. At your local crafts store, you may be able to find a substance called friendly plastic. It can be molded into any shape and size, then baked and set. You could fashion your own "brace" to hold open the preputial opening. Leaving this in place several hours per day will force the skin to expand. It is important to check it regularly to assure no undue pressure upon body parts, and also to clean it. Your own common sense will dictate how you handle this. Any such device can be held in place by rolling the foreskin up over the device, then using medical tape to secure it.
