There's no tightness in the opening, nor any obviously tough 'ring' in the foreskin which would indicate phimosis. Hold on... I know this sounds rude, hehe, but I've just measured it. It seems to originate as red 'lips' around the 'mouth' of the penis, runs through the cleft under the glans (attached to it all the way), and then is about 5 millimetres long before it spreads out onto the foreskin. The trouble is that the harder the penis gets, the tighter it gets pulled, and it hurts right where it attaches to the cleft. It clearly pulls the glans downwards if I roll the foreskin back while its flaccid.
Would you agree with the diagnosis, or are there other alternatives?

You can get a good degree of stretch simply by pullling back on the skin and holding it there for several minutes at a time. Pull till you start to experience discomfort and hold it. Doing it at bathtime will help when the skin is warm and more pliable.
The water idea sounds good, and presumably a shower will do just as well. The doctor suggested spreading vaseline all over it, but I was too nervous to ask him what he meant.

Its too short to get my fingers around it.

No (see above). It looks like stretching the foreskin won't have much effect - it seems to slide over the glans easily enough. The problem appears to be underneath, where the frenulum connects; though as I say, I'm really not certain about anything.
