Did you read the man's comments? He has already indicated no problem in getting the skin to retract when his penis is flaccid. If their were a major problem with the frenulum, that wouldn't occur. He has stated that the difficulty occurs during erections, showing that the diameter of the frenar band is simply a bit too small. A secondary condtion to this MIGHT (but not necessarily) be some tightness in the frenulum because of a change in the longitudinal measuremen. Keep in mind that the change in measurement in the relatively small area would be minimal compared to the change in the length of the shaft. While all of this tissue is quite elastic, it will quite nicely respond to stretching exercises and will grow permanently if the exercises are continued for the length of time necessary to build new cells.

In your absence, Paul and I have proven this more than once. Surgery, as recommended by your other pages is not indicated, since stretching even the frenulum is not only possible, but much more desirable.

No, I'd be the last to suggest anything that would cause tearing, and I certainly would't suggest that he resort to allowing anyone to cut on him either.
