While it is probably splitting hairs over what is happening, I'd have to say that anxiety still appears to be the cause of his ED. In frustration from his apparent lack of sensation, he was conditioned to failure to orgasm, thus leading to the ED. This is similar to the guys who have been mutilated at birth who report similar circumstances. However, I question why he would not have good sensation within the foreksin unless it was still stuck to the glans. With a good amount of precum, the foreskin should have been moving back and forth over the glans in the manner of masturbation. Did this guy have any difficulty with masturbation?
