Due to the nature of the problem there are only a few options.
In no particular order, here are the options:
1) Ignore the problem. Obviously this is not dersirable.
2) Surgery. Don't worry. Circumcision is not neccessary to resolve the problem.
3) Stretching. You could try stretching the frenulum. However, the benefits and results, if any, you can reasonably expect to achieve are vastly debateable.For more information on frenulum breve and a more in depth look at your options, check out the site that hosts this forum. Personally I would suggest that you speak to your doctor or a specialist to discuss your options too.
