Scar tissue may not be as flexible as uhhh in lack of better words "real" skin, but it's /definitely/ not unstretchable, that is, if you exert force on it, you will make it respond with growth --- granted it will be probably slower than skin in normal conditions.

As for fraenuloplasty, it works for some and not for others -- to steal an expression from someone here --, simply said, some doctors might just decide to do more (there /was/ a recent example of that here!), and even if they only do what you ask them to, the result might not be what you really expected. It /will/ take you out of "order" for the time of healing, and that spans around a handful weeks. Not to be a scarecrow here, it might as well go fine, you'll be happy with it, and after the healing, you'll be more content than ever.

It can undoubtedly fix itself too --- that again works for some and not for others. If you're not patient enough and let it fully heal, and, let's be frank about that, train the newly healed skin to use, it will probably tear again.
