If you haven't done so already then check out the site that hosts this forum. It has plenty of objective information about the conditions that result in having a non retracting foreskin. However, it is generally best to see a doctor or specialist to accurately diagnos the problem. Once it has accurately been established what is preventing the foreskin from retracting, you can figure out the solutions.
