With all due respect I must question whether you are aware of the article for which I have attached a link. The Chinese report 100% success with dilation techniques used on young boys of ages that most reasonable people would consider still too immature to be diagnosed as needing retratible prepuces. The only reference to cutting that they make is for those whose foreskin haven't yet seperated. We already know that four year old boys often have foreskins still affixed to the glans, and even in America, doctors are now aware that it is not an indication for removal of the foreskin, thus showing that even in the light of their overwhelming 100% success in stretching, the Chinese doctors are still unaware of normal development.
