Well the answer to the question 'why?' is because you have enough foreskin to accomodate your erection without pushing the glans through the stretchy frenar band (which works like the elastic on underwear, but much smaller, of course). If you're having no pain when retracting while erect, there's no need to specifically work on it. Almost certainly over the years with use (intercourse, masturbation, etc.) it will loosen further. That will be fine too, but there's no need to rush there, as what you have seems to be very nicely functional already.
