Anyway, easily breaking, dry, flaking skin strongly suggests fungal infection. Get something to treat that first and until stuff is nicely healed, I don't think stretching is any good idea. I believe you have heard about the product name Canesten, that should be good against this kind of thing. Anyway, if you have such a loony for a doctor that suggest the excision of a skin area when it's infected with fungus, I heavily suggest getting another opinion. Especially if after you ask him whether it isn't a simply fungal infection he keeps babbling the same (without doing anything to check whether you are right about it... you see the point). I highly suggest going to a dermatologist as the case may be, since we are facing a skin “problem”, not a secretion problem (which would suggest a urologist).
