There was a recent study that suggested this. However, as with most "studies", some have different results.

Steroid creams are generally not available over counter, I believe. You have to get the presecribed by your doctor.

If you haven't done so already, then I'd suggest you try the site that hosts this forum. It has in depth sections on phimosis and other foreskin conditions.
