Where exactly? And... Are there any signs of a fungal/yeast infection by any chance? (dry skin, perhaps even flaking).
And I'd say you should let it heal a bit longer and after it heals, stretch it a bit more, maybe it's too short/tight and that's why it keeps breaking. Scar tissue might be a bit harder to convince that it needs to grow, but it's not impossible.
