preputioplasty?

I have a history of tight foreskin. It will pull back relatively easy when flaccid but barely half-way when erect, very painful and making sex impossible. There is a tight band of fibrotic-skin in the middle of the foreskin visible when I pull it back and often cracks. I have tried streching with steroids, but this did not improve the condition, possibly made it worse. I am 100% against circumstition, so am lookng for a preputioplasty. My question is will this proceedure be sufficient to loosen the foreskin? Is a dorsal slit better? Any suggestions would be greatly appreciated.
