I don't want to scare you, but that is a potentially dangerous circumstance to find yourself in. You should really consider speaking to your doctor about this. Could it be that it's a mixture of precum and smegma? That could look pretty icky to the casual observer. Possibly it could be related to the fact that if your foreskin is not retracting then the precum would be trapped inside so that when you do get some retraction it all splurges out at the same time?
