Excess foreskin, phimosis and tight frenulum

I'm looking for advice from anyone who has had same situation as me. Looks like I didn't have any luck when God was handing out penises!

I have a slight phimosis- retraction is possible when flaccid, but the frenulum is tight. Full retraction over the glans is not possible during erection.

I also have excess overhang of foreskin when flaccid which hangs about 2cm off the end of my penis. It looks a bit abnormal.

Has anyone had a similar situation? I am debating whether to have a frenuloplasty or full circumcision. With such a long foreskin, whilst a frenuloplasty may loosen things up and even may allow retraction, what about the long foreskin? It might remain a bit unsightly. Has anyone had this situation and what was the result of frenuloplasty alone?
