Yes, of course, it just takes a moment to make sure you are both comfortable. The best bet is to use some personal lubrication from your local sex shoppe like Astroglide. This is no different than what the vast majority of cut men must use to keep from rubbing themselves raw.
Many men have a tight foreskin, function very well, father children and are quite satisfied with their penis and foreskin without resorting to having a goodly part of it cut off.
