I am a student doctor. Foreskin surgery is done as a day case and assuming all goes well then you will recover fully from your anaesthetic within a matter of a few hours and be allowed home. However, the hospital will want to make sure someone can take you home and look after you that evening, and you won't be permitted to drive.
