Are you sure the foreskin's opening itself isn't too tight? That might as well give us another problem to treat.

There might be a short frenulum issue as well, but I don't doubt your foreskin itself is too tight. Question: does the head bend downwards significantly when you retract the foreskin to just behind the head?
