Band of scaring and phimosis

I went to a "doctor" to get 2 warts removed with chyrotherpy
he applyed the liquid nitrogen and he told me to leave the foreskin
retracted as it would heal better. so i did. the next day the retracted foreskin started blooning and discharging. i was woried but soon the foreskin was so swollen and painful that i could not retract it. the forskin swelled so much when retracted that it cut into its self

I had to go to the A and E to get it pulled back over the glans under local anistetic. Now that the foreskin was back in palce the swelling could go down with the help of anitboitics and antinflamitries

The problem is now that i have two bands of scaring left on the foreskin only one of this is notisable althougt, both cause restriction. (these are approx 10mm , 1/3" down from the start of the foreskin)

From not being able to pull the foreskin back over the glans after several months i can now do this, although, it is still fairly tight.
i have not done any purposeful stretching so far but am going to start.

has any one any advise on what might work for this type of phomosis?
should i use steroid creams like betamethasone as well as stretching?
and who would perscribe these?

I am worried that even if i get the foreskin to loosen sufficently
the band of scaring is very noticable when erect what can be done about this and what sort of doctor would i go and see.
