The foreskin really should retract. There are many options open to you that will resolve the problem. However, I would strongly suggest you speak to your parents and/or doctor before taking on board any medical advice given to you online.
Establishing what the cause of the foreskin not retracting is really important. Once you know why it isn't, you can explore the solutions for fixing it. Don't worry though, circumcision is not always neccessary. There are plenty of alternatives.
