AFAICT, "tightness" and "phimotic ring" is the same thing. And there is no such short frenulum that would allow /no/ retraction of the foreskin. I.e. if this is not a developed problem -- and I recall this guy is one of those who have never been able to retract his foreskin -- this is a simple tightness problem (i.e. the frenar band aka. phimotic ring is not wide enough to let the glans through). If he can then retract right behind the glans but not further without severe bending of the glans or experienceing pain (btw, my own glans bends a little downwards if I pull further back when not fully erect, yet I seem to have zero problems with my frenulum), then we can look into the frenulum problems.

I know what you mean --- but as I said, it is impossible that if there is a, say, 1 cm long overhang that's not retractible, that the problem would be the shortness (not tightness, that doesn't make sense, AJ) of the frenulum.
Furthermore I do not recall anyone besides you and Robin and I think Harmen suggesting frenulum shortness when the problem seems to be clearly a not-at-all retractible foreskin where the owner can barely even see the meatus, let alone push the glans through the tight part of the frenar band (aka. phimotic ring).
