It can be considered a bad thing in that it can be embarrassing, painful, dulls sensitivity etc, but there are some guys out there that live with having a foreskin that doesn't retract, and without complications. It's rarerly a dangerous thing. The only thing which could be considered "dangerous", would be paraphimosis, where the foreskin can get jammed up behind the head and not retract back over the head, it then swells up the head.

thanks for ur help guys, really grateful for it.

a few weeks ago after a few days of stretching i tried pulling the foreskin back (when it was soft) and i think i got a bit ahead of myself thinking it would be ok and it got jammed behind the head, i then suddenly panicked becuase it was really tight so i simply pulled it back over again after a few seconds and it returned to normal. i dunno if that is what your talking about, or if it was becuase i was only a few weeks into stretching and i simply wasn't ready. i however, did not do this when erect.
