With adequate lubrication, probably not. However, you should begin stretching exercises now. Take some time whenever you're in the loo or in bed grasping the very end in both ahnds and pulling outward like your opening a Trick-orTreat sack. Make it quite taut but not painful. Soon you will be able to get fingertips in there, which makes pulling outward easier. As it gets looser, you will be able to get an idea if your frenulum will allow full retraction. If not, you can make it grow too by pulling the bottom part of your foreskin away from the body, again taut not painful.

Oh also, start retracting as much as you can when you pee. I don't know how you can even aim without spraying without retracting, but it will help move you along the way.
