Yes, that might be painful. I never had that problem, so I don’t know it really. Try to get some more width in the frenar band by training. Try stretching all times you pee, while in the bathroom, in bed, etc.
It’s important to be able to retract the foreskin fully over the glans without pain. May be the frenulum (the little tie connected to the pee hole at the underside) obstructs further retracting. You could try to stretch that too. Search on this site for further instructions. If you don’t have any results after a few months, visit a physician to examine your problem. Stretching sometimes works but not in all cases.
