Well, almost certainly you started touching your penis as a little fellow (pretty much as soon as you could reach it). As you got a little more socialized, you started getting the message not to do that. Most parents are not careful enough to teach their children that they just shouldn't do it around other people, just like scratching most itches, particularly under the clothes, it is not accepted behavior. But so many aprents and other adults put out the message that touching that particualr part of the body is much worse, not to be done even in private. I've known of guys that won't even touch themselves to pee - they just get the clothing out of the way and shake their bodies till willy pops out, and then shake it back in afterward. I have no idea what they do for washing and I don't much want to think about it.

Apparently you have taken the message to heart, since the regular manipulation which your body prompts you to do would have loosened up the foreskin along the way. So to a large extent, phimosis (tight foreskin) could be called a social disease - caused by society's misguided messages about our relationship with our bodies.
